Bio

Brian Hayes QC has an Honours Degree in Law from London University, is a practising Senior Counsel and has specialised in Planning Administrative and Environmental law for 50 years in all States of Australia. He is an Adjunct Associate Professor in the Faculty of Architecture in the University of South Australia and a former member of the Advisory Board of the UniSA Law School. He is also a member of the Advisory Board in the School of Planning at UniSA. He is a former National Chair of the Australia India Business Council, the Environmental Law Association of Australia, the Bar Council of South Australia and the Special Envoy to India and Strategic Adviser on India for the SA Government. He is an Honorary Life Fellow of the Planning Institute of Australia and the Consulting Editor of Planning Law SA.

Over the last 50 years Mr Hayes has been involved in major reviews of heritage, environment and land use planning and has advised State and Federal Government on the establishment of Specialist Planning Courts.

Since 1993 he has led major projects funded by the World Bank, Asian Development Bank, AusAID, Danida and USAID in the legal and justice, planning and environmental fields in many countries including Russia, Laos, Indonesia, India, Malaysia and Vietnam. He chaired the Expert Panel on Planning Reform in 2014 whose report was accepted by the State Government and has been the basis for the newly enacted Planning, Development and Infrastructure Act, 2016.
